1. I agree to an extension of the authority

for the sale of Crown leases by private treaty

in undeveloped parts of the New Territories given

(in "Hong Kong 1908" in Lord Crewe's despatch No. 14 of the 22nd January,

Vol. IV)

1909, so as to permit such sale without limit of

area, provided the grant is for an educational or

charitable purpose.
